Who pays Mansfield's local tax

Anyone whose job is inside Mansfield has 2% withheld, including commuters from Ontario, Lexington, Madison Township, and Ashland. Every Mansfield resident 18 or older must file a city return, unless registered with the tax department as retired. Residents owe 2% on all wages, and the city's instructions limit the credit for tax paid to another city to a portion of each W-2's wages, so a resident working in Ontario or another taxing city usually still owes Mansfield something. The credit is for residents only.

How Mansfield's income tax works

Mansfield, a city of about 46,000 on Interstate 71, taxes wages, commissions, and business net profit at a flat 2%. The Mansfield Income Tax Division administers it in-house, with returns mailed to the division in Mansfield; the city is not a RITA or CCA member.

The resident credit is the key local detail. The city's FAQ and return instructions cap the credit for tax paid to another municipality on each W-2 at a share of that W-2's wages, below Mansfield's own rate, and require you to attach the W-2 or other city return to claim it.

Residents 65 and older can take a senior adjustment on the return, but it also reduces the wages eligible for the other-city credit. The instructions walk through the calculation.

Worked example: $75,000 in Mansfield

A single filer with a $75,000 job in Mansfield owes $7,670 in federal income tax, $1,288 in Ohio tax, $4,650 in Social Security, and $1,088 in Medicare. The Mansfield tax is $1,500. Annual net pay is $58,804, close to $4,900 every month.

Without a municipal tax the same worker would keep $60,304, so Mansfield costs $1,500 a year. At $60,000 the city tax is $1,200, and at $150,000 it is $3,000.

These figures describe someone who works in Mansfield. A resident with a job in another taxing city pays that city's tax through withholding and then owes Mansfield the part the limited credit does not cover.

Filing and estimated payments

Mansfield residents file annually with the Income Tax Division. If your employer is outside the city, ask whether it will withhold Mansfield tax as a courtesy; if not, the city expects quarterly estimated payments on April 15, June 15, September 15, and January 15 when tax is not covered by withholding.

Part-year residents report only the income earned while living in Mansfield and prorate the tax withheld to match. Attach a short worksheet showing how you split the year.

How Mansfield compares with other Ohio cities

Mansfield's 2% ties Hamilton, Dublin, and Cuyahoga Falls among the Ohio cities on this site. Columbus and Cleveland, at each end of the Interstate 71 commute, charge 2.5%, which costs $375 more than Mansfield at $75,000.

Newark, another mid-sized county seat, charges 1.75% ($1,313), and Lima charges 1.5% ($1,125). Youngstown's 2.75% sits at the top at $2,063.

Tips for Mansfield paychecks

  1. Expect a residence bill if you work elsewhere

Mansfield's credit for other-city tax is capped below its own rate, so commuting to Ontario, Columbus, or Cleveland usually leaves a Mansfield balance.

  2. Attach proof of other-city tax

The credit is allowed only with documentation, such as the W-2 showing local tax or a copy of the other city's return.

  3. Register as retired to stop filing

Residents with only nontaxable retirement income can register with the tax department as retired and skip the annual return.
