Columbia local tax guide
Who pays Columbia's local tax
Howard County residents owe the 3.2% county tax on all their Maryland taxable income, whether they work in Columbia's office parks, at Fort Meade in Anne Arundel County, in downtown Baltimore, or in Washington. People who live in another Maryland county and work in Columbia pay their own county's rate instead. Commuters from D.C., Virginia, and West Virginia who keep no Maryland home are generally exempt from Maryland tax on their wages through reciprocity.
Howard County's tax in Columbia
Columbia, founded in the 1960s as a planned town of villages, has about 105,000 residents but no city government, so Howard County provides services and sets the local income tax. For 2026 the county rate is a flat 3.2%, among the highest in Maryland.
The county tax is calculated on Maryland taxable income and collected by the Comptroller on Form 502 alongside the state tax. Ellicott City, Elkridge, and other Howard County communities pay the same rate.
Worked example: $75,000 in Columbia
Start with a $75,000 salary for a single filer. Maryland taxable income is $68,400, state tax is $3,197, and Howard County's 3.2% adds $2,189. Federal income tax is $7,670, Social Security $4,650, and Medicare $1,088, so take-home pay is $56,207.
A worker in a place with no local income tax would keep $58,395, which makes Howard County residence worth $2,189 a year at this salary. At $100,000, county tax is $2,989 and take-home is $71,807. A Columbia job held by someone living outside Howard County shows $0 of Howard tax here.
Commuting from Columbia
Columbia residents who work in Washington, D.C., owe no D.C. income tax on wages; give the D.C. employer Form D-4A and make sure it withholds Maryland and Howard County tax instead. A federal or contractor job at Fort Meade or in Baltimore City does not change your county either, because Maryland local tax follows your home.
List Howard County on Form MW507 so each paycheck includes the county piece. Form 502 uses your taxing area as of December 31, so update MW507 promptly after a move into or out of the county.
How Columbia compares
Howard County's 3.2% matches Baltimore City and Montgomery County, so a Columbia resident pays the same $2,189 at $75,000 as someone in Rockville. Living in Annapolis would cost $298 less in county tax, and Frederick $164 less. See the Annapolis calculator, the Frederick calculator, or the Maryland $75,000 breakdown.
Tips for Columbia paychecks
D.C. job? Check your withholding mix
A D.C. employer that is not set up for Maryland withholding may withhold nothing locally. Ask for Maryland and Howard County withholding, or pay estimated tax.
Fort Meade workers pay Howard rates
Working on base in Anne Arundel County does not switch you to Anne Arundel's graduated rates. Your Columbia address keeps you at 3.2%.
Max out pre-tax plans
Traditional 401(k), 403(b), and TSP contributions lower Maryland taxable income, which trims both state tax and Howard County's 3.2%.
